Can workflow move to next step though the catalog task is not in'closed complate, closed incomplete)

I have a requirement where one sctask gets created and when the state changed to implementation complete(which new choice added to state field) it should trigger parallel sctasks get created.
I tried with wait for condidtion and if script also, but workflow step is not moving to next step to trigger new catalog tasks though the state is implementation complete.
is it possible with workflows to move to next step if catalog task is not in closed complete and closed incomplete.

"Workflow is simply the set of instructions you give to the system to follow. Based on your statement, it seems like a configuration issue, nothing more. Why not try using the flow designer instead of the workflow, as debugging is easier and quicker there?
