Cancel button not visible in change form

I want the Change Manager,requester and assignment group member to be able to cancel change.However the cancel change button is not visible to anyone.

Cancel change is an UI action and it's available for ITIL roled users and with following condition OOB

Check this UI action configuration on your instance.

Cancel Button is not configured as a button on the change record OOB.

It is configured as a UI context menu.

Did you check as below?

If you want this to be visible on the form you have to check "Form Button".

and edit the condition as per your needs
