Catalog Variable Attachment made Read Only, cannot access

We have a requirement to ensure that catalog variables are set to Read Only for certain items so that they are not modified by anyone after they are submitted. We have accomplished this through a client script. While this works for most variables, for attachments, it actually blocks us from opening the attachment itself, as seen below:
Any way to allow us to access the attachment when it is set to Read Only?
