In Part 3 It Creates the three separate approvals for each group and I have setup the approvals setting anyone approves or rejects. But it seems to be treating the three groups as One group and If one approves from one group it skips to step 4. I want to be able to treat each group as seperate but want to not have the groups wait on each other.

This is how I ended up solving it. See attached screenshots
1. Clear the Approval field in the Ask for Approval
2. If Approved I need to update the Change Approval fields back to Requested

see for approvals on change request, ServiceNow has Provided change approval policies, You don't need to use Ask For Approval Action for it, Create Change approval policies , In Change -Normal-Asses flow these policies are getting called, you will be able to get the approvals ,

Hello @markdart ,
I tried your scenario on my instace and i got same behaviour so i refer some documentation . Reason can be :
There is only one [sysapproval_approver] Record generated for that User
Even if they are in 2 Groups that are part of the approval. It will not generate 2 Approval Records.
It will only generate the approval for one of these groups.
At this point, when the User approves the 1 Approval Record. It will count as approval for all Groups which they are part of.
In an approval workflow, when you want to modify the behavior where other approvals in a group change to "No Longer Required" state, when an approval is Approved/Rejected/Cancelled or to include this behavior for any other approval state other than the OOB states,
Resolution
This can be achieved by modifying the condition on this OOB business rule 'SNC - Moot user approvals for group'. Please find the link to this business rule here:

Hi @markdart,
When you are providing multiple approvals from the different groups, you need to configure the separate approvals for each individual group.
Parallel Group Approvals (All Groups at same time but one by one):
We have an option called "Do the following in Parallel" under the flow logic in the flow designer. You can use this in the main flow itself else you can create a sub flow call these three approvals at the same time. Under Do the following in Parallel need to add the "Ask for Approval" for each group individually. Need to add few conditions for evaluating the flow for the approvals. For this you can use the If or wait for conditions until the approvals approved or rejected, followed by add the CAB Approval.
