Change Mangement: How to bypass the Conflict Change Management for change managers

I need a solution for bypass the conflict change management for role change_manager.

Changing conflicts run automatically or even a user do it manually. to bypass them is not a good idea, especially for change management. If a manager notices a change is causing a conflict, they should present it to CAB for review and evaluate the risk. This ensures it is handled properly and avoids potential case management issues.
