Change Risk assessment and Risk Conditions both defined?

If for Change Risk Calculation Change Risk assessment and Risk Conditions both defined, will both gets applied to a Change for Risk Calculation or any precedence exist in both?

Thankyou for your reply, that means even if as per Risk Assessment if calculated Risk is Low and as per Risk Conditions Calculated Risk is High.. so High will be considered as calculated Risk... IS my understanding correct?
