Change Task sequence as for a Catalog Task

When creating a standard change template, we would like to have a structure similar to that of a catalog item.

There is also the possibility to create a template for the Change Task.
Unfortunately, these are all added DIRECTLY. And this is not what we want. How is it possible to adjust this as simply as possible?

If I create this, when I run the change request, all 3 tasks are automatically set. And I want to have this like with the Catalog Task.

Only when task 1 is completed, task 2 should be displayed

 

Does anyone have a solution for this?

OOTB, Standard Change Request is triggered based on below Workflow:

And below workflow for Change Tasks which is called in Change Request - Standard Workflow as sub-workflow:

You can make this flow to keep in sequential instead of running it simultaneously in parallel.
