My team’s ultimate goal is to have the capability to customize our catalog item look, feel, and workflow. Would what we are looking for be a great fit for Citizen Development? Our catalog item was setup by another team.

As per me yes ,. if I as a developer (can be citizen/pro or new dev) know about flow / Portal,  can do customization easily.

Thanks for your kind words. Role is there but the fact is if know the platform, we can make changes and this is what my experience say, I am not a developer but I know the flow/ portal and so I can make changes as per client requirements.
