Clone User table from Prod to Sub prod instance

Hi Team, 

We are planning to Clone the Prod to Sub-prod including "Sys_user" table, my questions are

1. If we clone, will it create new accounts or update existing users accounts?

2. We have some web service accounts too, will it update the passwords too? will it impact on credentials.

3. Does this impact any user login credentials? 

4. Also, does it copy roles and groups same as prod?

You can take the backup(XML) of user accounts which are not available in the production and after cloning is done you can import the xml...
