i have 2 requirements,

1. add new icon under home, if user click on that new icon it need to redirect to incident.

2.remove "my list" for few role users.

May i know , why you want to remove the MY List, any specific use case also what new you want to add in list bar. 

Also do you want to hide this for al?

Hiding is not the correct solution here. Better to educate the users and tell them the purpose of MY LIST.

@VSN , Open Experiences in Application Navigator, click the workspace name. Open page properties related list. Click chrome_toolbar page property. you can add your new icon inside this.

For example, refer above one.

To hide my list, toggle Hide My List creation. you can dynamically set it using the condition that you have.
