i have 2 requirements,

1. add new icon under home, if user click on that new icon it need to redirect to incident.

2.remove "my list" for few role users.

@Dibyaratnam I am trying to Hide My List, but it showing me read only.

You will have to create a variant of it as the current one might be protected so you wont be able to make any changes. So create the duplicate variant and give lower order and then change. See the changes reflecting on your list.
