Configure watchlist on Universal request ticket on ESC.

Prior to enabling the Universal Request feature, we had the option to add members in the watchlist from ESC Portal for HR cases, now we longer have this option. We want this functionality for Universal requests.
Can somebody please help me to understand the best way to bring back this functionality.
