Conflict tab can detect incident attached to a CI?

Hi All,
If somebody submits a change request and checks for conflicts. Can the Conflict check also see if the CI is attached to an Incident in a Open State?
anyone have any opinions or answer???

Main CI / Plan start/ end date.
