Hi @Basina Akash I am interested to see use case, if you provide more details then we can suggest like Flow designer will be good option.

Content items does not create requests or new records for fulfillment process OOB. It is used to provide information or used to open knowledge articles, static blocks of text, or external web-based content from the service catalog.

If you want to create the request on submission of content item,  you can either make use of After Insert Business Rule or a Flow with trigger condition Record Created in Content Item table "sc_cat_item_content" to create the Request and/or RITM.
