CR redirecting to wrong approval group which is inactive.

The change CHG000000023601 is following GTS Framework wherein the approval is dependent to the assignment group.
For the assignment group WINDOWS L2 it is using approval group hierarchy AGH0001338
The change have conflict with DCL-CI-NEXT Blackout, it should trigger the approval group 5 (CLOUDX FREEZE APPROVAL GROUP) however it instead ask for the DCL-CI-NEXT BUS which is currently Inactive.

In Change Approvals trigger from flow or Change Approval Policy.please verify which group has been mentioned to trigger for Approval in this case.
