Create Incident Notification is not triggering if incident is created from inbound action

Create Incident Notification is not triggering if incident is created from inbound action, the notification is working fine if incident is created from native ui. This is OOB notification Incident opened for me and send to event creator is checked.

 

 

Please let me know how to fix this issue

Is the notification field set to "enable" for all the recipients in the user record?
