Creating a metric on Projects table tracking the states of Project lifecycle.

I want to create a metric on Projects table that should show the different states and the duration the Project goes through. I see a similar metric on Incident table "Incident State Duration". I created a similar one but it doesn't give any records in the instance table. 

What should I do ?
