I saw a few specific solutions to this question, but I still can't get the &CSV function to create an output file from the URL. We are on Zurich Patch 7.
My report URL looks like this:

One post said that the CSV parameter would not working in a nav.do function but I don't know how to create the report in a list view. I'm creating the report using a custom query (i have the query ID) with various filters and i've been able to place the &CSV parameter, but the file is always empty or I get redirected to the report query page.
I can create a scheduled report that emails the data in .csv form to the team that needs the data, but that requires interaction and they would like to use an URL to grab the output.
