Creating two level approvals in knowledge management

Im having a requirement to create 2 level approval for knowledge management when it submitted for publish first level approval goes to content owner it needs to trigger an email for content owner for remainder and seconds level will trigger when the content owner is approving ans needs to trigger an email also can you provide some suggestions to achieve this

You will need to amend the provided Workflow Knowledge - Approval Publish workflow. OOTB it sends approvals to only the Knowledge Base Managers. There is an article here with working solutions:
