Cross Scope Privilege to Configure Choices?

I am having an issue that I think should be easy to solve, but I haven't had any luck so far. I have an app going through UAT and one of the requirements is that the end users need to have the ability to Configure Choices on a specific field on a table (Address type) so that they can add new choices as needed.
The problem that I've been having is that when the users go to add a new choice, they get the message about changing the scope. I added Application Cross-Scope Access records for both the custom table and the sys_choice table, and I've also confirmed that the Application Access settings on each table do allow Read, Create, Update, Delete and Allow Configuration are TRUE on each of the tables involved in the application.
This seems like it should be a simple thing, but so far everything I've tried doesn't seem to make any difference. It's a tiny annoyance, but certainly doesn't give the end user a very positive experience.

Hello @Marcel H_
The message at the top always come when the user is trying to change the record in different application.
This is expected behavior.
If the user is on Contact preference management, then they wouldn't get this message.
