Custom case type: the pesky "Sorry, either the data doesn't exist or you don't have access"

When submitting a case, our user with the sn_customerservice.customer role cannot see their summary page.  We have tried creating read ACLs for this role on our custom case table, didnt work, also made ACLs for the base customer service table, we've tried to utilize query rules in combination with ACLs.  Nothing is working.  Any thoughts?  Thank you!
