Custom field Condition not triggering for a Survey

I am using a custom field that points to the cmdb_ci_business_service table and on the condition that my incident closes and the Business Field(my custom field name) is Test Capability it will trigger the survey, for some reason im starting to realize that it for some reason does not like this trigger, are there limitations to using custom fields in survey conditions??

You should be fine with custom fields however this one is a reference field to a specific item. But what I think may be the issue is Trigger Randomly is checked on the top right, uncheck that and try again as it may be conflicting with the 100%.
