Data Policy Exception : Following fields are mandatory error

Hi Team,

I am trying to update once custom field (true/false) on HR profile by just cheking the employee id of the user. But when loading the data, I am getting below error:

Data Policy Exception : The following fields are mandatory - User

I am not creating any new HR profile, just updating a field under the custom one.

Kindly suggest how to rectify this issue.
