Hello,
I am trying to setup a default filter for 'Edit members' screen on Control Objective.
I went into the "List Control" and then set the default filter and saved.
When I click "edit" on Control Objectives, I can see the default filter is shown as picture below, BUT the records don't get populated on Collection column until I hit the "Run Filter" button.
Is it some sort of bug? or am I missing something here?

I do not see any issue with the way you have configured. The below support article mentions the same step which you have done.

Can be an platform issue for this related list. Please create a HI ticket with ServiceNow and let them check on this.

I also found a possible cause for this when I was investigating the same issue in my client's instance.
If you have defined a default filter to the related list, it seems to cause problems to the related list in the Edit Members section and this section may be lacking the filter predefined in the Configure -> List control. If this is the case, remove the default filter and it may solve your problem.
