Delete operation against 'sys_attachment' from scope 'xxxx' has been refused due to the table's

I have implemented all the changes like in sys_attachment changes all application scope and allow configuration checked and can delete also check. Still issue is there

You might need to add cross scope access. 

Define cross-scope access to an application resource (servicenow.com)
