Deleting workflow stages

How can I permanently delete workflow stages? For example I created 3-4 workflow stages in a workflow. Decided I wanted to change them, so i deleted the workflow stages by going to stages and selecting all and deleting them. Now when i create a new notification Send when : 'event is fired' they still show up in the choice list. Shouldnt they been deleted when I deleted them from the workflow?

I found the wf_stage table / deleted the duplicates ... It looks like for some reason SNow is duplicating my workflow stages every time I save a new version (is my only thought some of my stages have been duplicated 5 times). I am on Fuji any one else seen this bug or know why this is happening?

Duplicate workflows
Each time you checkout and publish a workflow in the same update set, there is a potential of the system creating a duplicate workflow. Best practice is checkout and publish once; when you've completed the changes and tested the workflow. However, if you get duplicate workflows, here's a way to remove those duplicate workflows:
Add the "Created" field to the Workflow Versions List Layout.
Find the duplicate workflow with the most current date.
Checkout this workflow and republish it.
The duplicate workflows are removed
