Different HR Case Count for Users

We’ve observed a discrepancy in the number of HR cases visible to users within our ServiceNow instance. 
• Users with the relevant HR case reader roles such as:
• sn_hr_er.case_reader
• sn_hr_le.case_reader
• sn_hr_core.case_reader
• sn_hr_core.secure_info_reader
• sn_hr_core.content_reader

are seeing a different number of cases among themselves and also when compared to users with admin access.
Any insight would be greatly appreciated.

Hi @SakshyaR 
In HRSD, we have a feature called COE Security Policies.
If any policies are configured under COE Security, users must comply with them.
Even if a user passes the ACL , they must also satisfy the COE Security Policies to gain access.

Did you check table level READ ACL?
Did you check HR COE Security rules are restricting?
