Dismiss Announcement issue after update

Hello everyone! After the last instance update the announcement banner "x" button does not function normally in the sense that it does not close the announcement. The error you get in the console is 'cannot call methods on tooltip prior to initialization; attempted to call method "hide"'. I have checked the settings of the banner and they are indeed set to dismiss to "current session only".  A quick search reveals that in a non SNOW dev environment this issue is solved by stacking your jquery CDN above your bootstrap CDN, however this is not something relevant here I fear. Has anyone else had any experience with this issue? All answers are highly appreciated! Thank your for reading and have a great day!

Did you ever find a solution to this? Experiencing the same issue and error on Utah Patch 4.

Bumping this one up - we are having this issue as well and just upgraded to Vancouver. Any Portal announcement banners when you click the X to dismiss a message comes up in black text under the banner text (so cannot read it) and it refuses to dismiss. Thanks!
