Display broadcast message to a logged in user

Hello, 

I need to display a message when a user logs in to the instance (any roled user), to do this I have created the following BroadCast Message :

The problem is that when I try to test and log in with a user, I don't see the message on the homepage and I don't know where it is supposed to be shown.

 

I have created also an announcement for Service portal but it doesn't show also.

Do you have any idea on how to resolve this?

I think Broadcast messages showed at the form level. If you try to open a new Incident, for example, then the message will show.
