Does anyone know the setting that prevents multiple Apps (not plugins) from being updated at the same time?

are you saying all the apps are getting updated at the same time?

If you click "Update All" it will update all.

if you don't want then update them manually 1 by 1.

Apologies, I think my original question was not clear.
Our "ABC" SNOW Tenants (DEV/TEST/PROD) only allows us to update Apps one at a time.

Our other "XYZ" Tenants (DEV/TEST/PROD) does allow us to update many apps at the same time, (no limit.) 
All the above are on Yokohama Patch 4.

I would like to know what setting is preventing me from updating many apps at the same time in "ABC" Tenants.
