Does System Admin License count in licensed users?

Does anyone know if System Administrator (default user) license counts in licensed users?

When you state licensed users, are you referring to CHARGED USERS?
If so, then this is a quick guide of the types of accounts available.
1. Users without any role - Free (who can view ESS portal)
2. Users who are fulfiller (Like working on the change, incident etc) -> Normally they need ITIL role and are charged.
3. Service Desk (itil admin role) charged
You can however speak to the sales reps and see what kind of deal you can get. I have been with organizations where the admin role was paid for, and another where it was not.
The one you definitely will have to pay for are the ITIL roles

I would think that that account is removed as a part of the data cleanup done before Go Live. It is a bad idea to have a generic admin account, as you have no accountability for changes made under it. You should have your own users with the admin role.
The admin role, since it inherits all roles, should count in the license count, as should any roled user.
That being said, it does depend on your contract.
