Email duplicate after using sys_user_has_role table

Hello,
I've using scheduled job for triggering the event for notification and i used sys_user_has_role table for user specific role will send the emails and after tiriggering the event emails will duplicate due to the sys_user_has_role table after that i tried to modify the OOB "Ignore Duplicate" conditions "Subject starts with ServiceNow Account Remove license warning" but wont work how to remove the duplicates in email using this table or there's possible way to avoid this?
