Email notification didnt delivered to user

Hello... i have trouble with email notification. Email notification for approval intermittent delivered to user. So, half user get the email and half of it did not recieved the emails. I checked email log and the status is processed, but user did not recieved the mail. anyoneknow how to track the email? why email did not delivered to User? Please help me. Thank you
I have check notification for user in gear -> notification -> notification is allowed (green button). And i turn off unsubcribe button in mail too.
i create two layer approval, the approver is get the first mail but after approve it the second notification is not delivered to user (the type of mail in emails log is sent).

where can i check it? in user administrator > user > in notification field? like this one?

HI,
If you impersonate the person and in right Corner we have Gear Icon. CLick on that icon and go to Notifications. Check there for your notification and see if it is marked as Green or Gray.
If Gray then they wont receive and if Green then they will.

notification is allowed. user received anothet mail from ServiceNow. but sometime the mail didnot delivered to user:(

Hi,
Can you please check if the users are added to watchlist or is present in assigned to field?
Moreover, could you provide me the notification configuration, i.e. the notification that you have configured, the screenshot of that and not of the email log.
