Email notification not sending

Hi everyone,
I created the following notification. See attachments. When a request items is created with the state changed to stopped or deferred and reasoning completed, the email is not getting generated. Is there something I am missing in the setting?

Hi @Gemma4 ,
Hope you are doing good.
Please check the below things-
1. Please select send to event creator. If it is not visible please switch to advance view.
2. Please check if the notification is enabled for the user and user have email IDs

Hello @Harshal Aditya
I did check to make sure event creator is selected and double checked all the conditions. We are currently generating other notifications so I'm not sure why this one isn't generating.
