I heard few days back that Resource plans will be replaced with Resource assingments, cost management and few other modules in SPM will be decomissioned and needs to be migrated. I am unable to find the official document or notifation about it.
Can anybody point me to it?

Seems you need to wait until the Release Notes for that version are available.

There’s no easy way to confirm this. You can check the existing Release Notes and see if any information regarding your issue is available. Otherwise, you may need to wait until the next release.
By the way, where did you hear this — was it in a customer call or a partner call? Is it Safe Harbor?
