End User not able to download Attachments!

Hi Team,
I am trying to download the attachment by impersonating as an end user, but when i click on the attachments, it doesn't download but open a new blank tab showing the sys id of the attachment.
I just want to confirm is this OOB functionality like END USER cannot download attachments & what role we need to have to access to attachments.

Hi Abhinav,
If user is able to see the attachment then user should be able to download. For deleting or uploading new attachment user should have write access to the table to which attachment is being added.

Issue seems to be with ACL
