Error in Guided tour designer

I getting error that "The page you are looking for could not be found" while clicking on  Guided tour design --- create tour

This issue occurring post upgradation from san Diego to tokyo virsion

could you please help me to find root cause of this 

1) once i click on create tour then it would rout to "/createNewTour.do" page ,where i can check this record 

2.even i getting the same error on "configure auto launch" also

Also check if these properties are set

1.com.snc.guided_tours.standard_ui.enable

2.com.snc.guided_tours.sp.enable

3.com.snc.guided_tours.custom_ui.enable

Check the plugin for Guided Tour Designer. It appears that it was updated with a new name and ID, I would suggest repairing the plugin and seeing if that works

To fix this issue, you will need to patch to a more recent version of Tokyo such as Tokyo Patch 4 and newer.
