Hi,
looking at the official documentation, To use this step, you must have already opened a form using the Open a Form (SP) test step.
Could you please double check you are opening properly the form using the Open a Form test step?
Use this documentation for doing it:
Form test step: Open a New Form

Are you using the depricated widget for the form? to find put, ctrl-right-click on the form as admin and note the name. The new versions of the widgets have code specifically for ATF.
