Error while buiding an Upgrade plan while Upgrading the instance to Yokohama from Washington.

Hi community, 

I am upgrading the instance from Washington to Yokohama. 
While building an upgrade plan. Below is the screenshot of the error. 

Has anyone faced this?
If yes, how did you resolve it?

Upon raising a HI ticket, 
The suggestion is  - Set the property - glide.upgrade.plan.include.skips to True.
