Escalating incident to major incident

While working in the SOW i am noticing that certain incidents can be proposed as a Major incident, while others do not present the option. Is there a specific case or reason for this? or is there a system property that i am not seeing that needs to be adjusted?

In ServiceNow, the option to Propose Major Incident only appears when an incident meets specific qualifying criteria.
