If you are unable to assign a survey in ServiceNow and you see a message "Survey can't be assigned. Contact administrator" it means that there is a problem with your survey configuration or permissions. Here are a few things you can try to resolve the issue:
Check your survey permissions: Make sure that you have the appropriate permissions to create and assign surveys. Contact your ServiceNow administrator to verify your permissions.
Check your survey configuration: Ensure that the survey you are trying to assign is properly configured and that the questions, recipients, and other settings are correct.
Check your survey recipient: Make sure that the recipients you are trying to assign the survey to are valid and active.
Check survey status: Make sure the survey is not expired or in draft status.
Check if there are any active survey assignments: If there are active survey assignments you may need to wait for them to complete before you can assign a new survey.
Check for any system issues: Contact your ServiceNow administrator or the ServiceNow support team to see if there are any known system issues that may be causing the problem.
If none of the above steps resolve the issue, you may want to consider reaching out to ServiceNow support for assistance. They may be able to provide more specific guidance based on the details of your particular situation.

Error appears when the "Assessable Record" of the Survey : "XYZ" missing the "Category" (in the related list)
Once adding the Category, issue is solved. Table: asmt_assessable_record.
