I see InCommon is already preconfigured at this address: https://<instance>.service-now.com/idp_disco.do
However, all I see is "Please select an IdP to login" and nothing more. This KB article: https://support.servicenow.com/kb?id=kb_article_view&sysparm_article=KB0751708
... gives some information to populate that list. However, Step 6 says to "pick any user record" to set the SSO source. However, if I want user provisioning to happen after a new user is authenticated, the user record won't already by in sys_user to have an SSO Source set.
What is the best way to go about federated login combined with new user provisioning?
