Filter users in @mention functionality

Dear Colleagues,

I would like to ask if there's a way we could filter the users being suggested on the @mention? Currently, I believe it is checking all the active users even though they don't have access to the tickets. I wish to filter it so that only users with access to the case will be suggested upon using @mention like caller, watchlist, and fulfillers.
