What exactly are you trying to achieve?
The Short Description and Description fields are just string fields, without any reference to the text in them, related to languages. What are you trying to find? I can understand that a French user is also creating tickets in English, so you won't find all English records if you look by the 'French' language on the user. But what business requirement are you trying to fulfill by getting all of the English ones (in my example).
