Flow Designer Send Email: "Access denied to create new email" on Brazil

Problem

I built a flow in Flow Designer with the Inbound Email trigger and a Send Email action to send an automated reply to anyone who emails my inbox. On the Australia release it worked fine. On the Brazil release, the Send Email step fails with:

Access denied to create new email

Environment

  • ServiceNow Brazil release (PDI)
  • Trigger: Inbound Email, Action: Send Email
  • Email account configured with SMTP and IMAP (Gmail)

What I noticed

On Australia, the flow had a “Run As” option (System User or System Administrator). On Brazil, the same area shows “Run with roles” instead. The execution details showed the flow running with only the email_api_send and itil roles.

Cause

The create ACL on the sys_email table (from the Guided Setup application) requires the sn_help_setup_player role. The admin role also passes because Admin overrides is enabled. The default roles on the flow did not satisfy it.

Solution that worked for me

  1. Open the flow in Flow Designer.
  2. Open Flow properties, then Advanced Options.
  3. In Run with roles, add sn_help_setup_player.
  4. Click Update, then Save and Activate the flow.
  5. Send a fresh email to the inbox, then check Flow Designer Executions and System Mail > Sent.

After this, the automated reply went out successfully.

Notes

  • This is what worked on my Brazil PDI. I’m not claiming it is the only supported approach.
  • On a real instance, check with your admin and use the least privileged role that works instead of admin.

Has anyone found a cleaner or least privileged way to handle this on Brazil? Sharing my fix in case it saves someone else the time it cost me.
