Flow Designer stage issue

Hi everyone,

I'm new to flow designer and am hoping to utilize it to update the states and stages of the request and request item. I have the flow setup but for some reason it is setting the state to completed immediately after it is set up. Instead, it should go through each stage before doing that. New-Fullfillment-Completed.

For example, after the initial submission of the request the states appear correctly on the summary. However, after a refresh the req and item immediately changes to completed. Attached is a screenshot of my flow and summary if it helps. Thanks so much for any feedback you can provide!
