Flow is getting queued and not getting executed. Although the trigger condition getting satisfied.

My flow trigger condition getting satisfied and also the flow is getting into queue but not getting executed. I have kept the 'Run the flow in background' and also checked 'ecc_queue' table is looking fine as nothing is in ready.

I have checked the same flow in other servicenow environment/instance. It works fine
