for each loop is not iterating exactly

i have list collector, based on values choosen those many incidents records will create but here records are creating those many no issue , but when i see the flow execution it's iterating only one time.

in this i have choosen 8 users so in log i got 8 users names  but for lopp executing only one time

any one help me how to slove my issue.

Can you check the flow is set to run as 'system user' and not the 'user who initiates the session'.
