Form section is not getting captured in the updated set

I am facing issue with the duplicate view on the form, I observed that there are 2 form sections, but scope is different for both, I tried to delete the one with global scope, but it is not getting captured in update set, instead the Form layout got captured. 
If I move the update set with Form Layout changes to other instance, will the other entry in form section be removed?

Did it actually got deleted?

If the delete is not captured in update set then after migration of update set it won't be removed

You will have to manually delete it.

Sometimes members face this issue and then keep manual activity as backup for this.
