Fulfiller License vs custom table role license

Dear Friends,

Looking for some solution for license cost for fulfiller vs custom table license.

If we can create a custom table for teams so that they can create and update records themselves instead of REQ/RITM/Catalog Task then license cost will be different?

In our subscription we are already having permission to create unlimited custom tables.

We have already checked with ServiceNow and as per them It's same cost for fulfiller ITIL and custom table if anyone works on those records.
